The Council adopted the following conclusions: "When adopting the European Pact on Immigration and Asylum in October 2008, the European Council decided to hold an annual debate on immigration and asylum policies. To that end, it invited the Commission to present a report to the Council each year, based on Member States' contributions and accompanied, as necessary, by proposals for recommendations, on the implementation, by both the Union and its Member States, of this Pact and of the Stockholm Programme. The Council, - taking into account the first Annual Report on the implementation of the European Pact on Immigration and Asylum, submitted by the Commission, - recalling that the Treaty on the Functioning of the European Union introduces new provisions on asylum and immigration, and provides that these policies shall be governed by the principle of solidarity and fair sharing of responsibility, - recalling that, under the principle of subsidiarity, in areas which do not fall within its...
